RESOLUTION WITH TASKS AND SOLUTIONS FOR CONTINUING REDUCTION OF DIFFICULTIES FOR PRODUCTION AND BUSINESS, FOR PROMOTING DISBURSEMENT OF PUBLIC INVESTMENT CAPITAL, AND FOR ENSURING PUBLIC ORDER AND SAFETY IN THE CONTEXT OF THE COVID-19 EPIDEMIC
THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated 19 June 2015;

Pursuant to Decree 138/2016/ND-CP of the Government dated 1 October 2016 issuing the Working Rules of the Government;

On the basis of agreement reached at the Government's regular monthly meeting in April 2020 regarding the tasks and solutions for continuing reduction of difficulties for production and business, for promoting disbursement of public investment capital, and for ensuring public order and safety in the context of the COVID-19 epidemic, and on the proposal of the Minister of Planning and Investment [MPI] in Official Letter 3218/TTr-BKHDT dated 18 May 2025,

Resolves:

To continue to reduce difficulties for production and business, to continue to promote disbursement of public investment capital, and to continue to ensure public order and safety in order to maintain economic growth, and to strive to achieve as much as possible the socio-economic developmental objectives and tasks set by the National Assembly via the following tasks and solutions:

I. PRINCIPLES:

1 To strictly implement the measures on prevention and control of the epidemic in accordance with directions of the Party, the State, the Government and Prime Minister, and the National Steering Committee for prevention and control of COVID-19.

2 To mobilize participation by the political system, the business community and the citizens to unite and closely coordinate to overcome difficulties caused by the epidemic and to take strict measures to achieve at the highest level the objectives and tasks for socio-economic development in year 2020 set out in conclusions of the Central Government and in Resolutions of the National Assembly and the Government.

3 To encourage and commend entities which have taken the initiative and improved the efficiency of production and business; to strictly deal with breaches, and to thoroughly overcome any situation of irresponsibility in State authorities especially at the grassroots level.
